Joining Hands for a Shared Future: China Building Materials Market Association, Antigua and Barbuda, and Apex Universal Group Limited Sign Key Cooperation Framework Agreement

In November 2024, under the witness of Shang Yang, Director of the Industry Development Department of the China Building Materials Market Association (CBMA), Zhang Teng, General Manager of the International Department of Apex Universal Group Limited (APEX), Liu Yuhan, Senior Manager of the International Department, along with the Director of the Town and Country Planning Division of Antigua and Barbuda and other officials in the fields of land and housing planning, a landmark cooperation framework agreement was signed. The agreement, aimed at advancing construction standard alignment, building material certification, and bilateral trade cooperation, was signed by Liu Ye, Vice President of CBMA and Chairman of APEX, and the Minister of Construction of Antigua and Barbuda. The signing ceremony took place at the Ministry of Construction in Antigua and Barbuda.

Comprehensive Collaboration: A New Chapter of Mutual Benefits

This cooperation encompasses a wide range of initiatives, including information sharing and exchange, technical training and talent exchange, joint research and development projects, policy dialogue and coordination mechanisms, and the promotion of bilateral business and trade cooperation.

1. Information Sharing and Exchange

The three parties will establish an efficient information-sharing platform to exchange the latest developments in building material standards, construction regulations, and new technology applications in their respective countries on a regular basis. This initiative will enable all parties to stay informed about industry trends, seize market opportunities, and complement each other’s strengths.

2. Technical Training and Talent Exchange

Technical training and talent exchange will be key components of this collaboration. Regularly organized training programs and exchange activities will enhance professional expertise in construction materials and engineering. CBMA will send expert teams to Antigua and Barbuda to provide training on modern construction technologies and building material production. Simultaneously, Antigua and Barbuda will send technical professionals to China for advanced training courses, fostering a bilateral exchange of talent.

3. Joint Research and Development

A highlight of this collaboration is the establishment of a joint research and development center focused on innovative building materials and sustainable construction technologies. Tailored to Antigua and Barbuda’s unique climatic conditions, the center will develop new thermal insulation materials that improve energy efficiency while withstanding extreme weather.

4. Policy Dialogue and Coordination

The three parties will hold regular policy dialogue meetings to address and reconcile differences in building material standards, construction codes, and trade policies between the two nations. By jointly developing a set of construction and building material standards that adhere to international guidelines while accommodating the specific conditions of both countries, this initiative ensures smooth implementation of collaborative projects.

5. Promotion of Bilateral Business and Trade Cooperation 

The ultimate goal of this partnership is to explore and expand opportunities for bilateral trade in the construction and building material sectors. Leveraging their respective resources and advantages, the three parties aim to achieve mutual benefits and shared growth.

Clear Pathways for Progress: Strategic Plans for Development

To ensure the success of this cooperation, the three parties have devised clear and well-structured plans.

Short-Term Plan

Over a six-month period, a comparative study of building material standards will be conducted to identify similarities and differences, with initial recommendations for alignment. Additionally, a bilateral trade forum will be organized to facilitate direct dialogue between enterprises and explore early trade opportunities.

Mid-Term Strategy

A two-year joint research project will be launched to develop innovative building materials suitable for tropical climates. Furthermore, international standards training workshops will be held to enhance the understanding and application of global construction standards among professionals and enterprises. 

Long-Term Vision 

The long-term vision focuses on establishing stable, mutually beneficial relationships. Key initiatives include the creation of a bilateral cooperation fund to support ongoing R&D efforts in building materials and construction technologies. The parties will also explore the feasibility of joint ventures to promote advanced building materials and technologies in both the Chinese and Antiguan markets, while showcasing specialty resources and products from Antigua.

Defined Roles and Responsibilities: Collaborative Efforts for Success

To ensure effective implementation, the roles and responsibilities of each party have been clearly delineated:

China Building Materials Market Association (CBMA)

CBMA will coordinate member companies to participate in cooperative projects and provide technical expertise and support. It will organize member companies to engage in joint R&D projects and offer necessary resources. Additionally, CBMA will promote specialty resources and products from Antigua in China, helping Antiguan enterprises enter the Chinese market.

Antigua and Barbuda

The government of Antigua and Barbuda will create a favorable policy environment, provide administrative support, and connect relevant resources for the projects. It will offer facilities and tax incentives for the joint R&D center and assist in resolving potential legal and administrative challenges. Locally, it will promote Chinese building materials, standards, and technologies.

Apex Universal Group Limited (APEX)

As the sole authorized enterprise representative of CBMA, APEX will facilitate collaboration between CBMA and the Antiguan government. APEX will take the lead in implementing collaborative projects, offering technical expertise, personnel, market access, and other necessary support. It will also focus on developing construction methods and eco-friendly, energy-efficient building materials suited to Antigua’s unique climate, while actively promoting specialty products from Antigua in China.

The signing of this framework agreement establishes a solid foundation and clear direction for collaboration between CBMA, Antigua and Barbuda, and APEX in construction standard alignment, building material certification, and bilateral trade cooperation. With joint efforts, this partnership is expected to unlock new opportunities and breakthroughs in the construction industry and trade between the two nations.
